Industrial software is becoming the core basic tool of intelligent manufacturing, and is the invisible "national tool" that supports national development and innovation. Previously, the "14th Five-Year Plan" software and information technology Service industry Development Plan issued by the Ministry of Industry and Information Technology proposed to make up for the weaknesses of the domestic industrial chain, of which industrial software will be the key reinforcement link. It is understood that most of China's industrial software relies on overseas products, and there are security risks. According to the "White Paper on China's Industrial Software Industry (2020)" data, in 2019, the localization rate of China's R & D and design industrial software is only 5%, the production control class is 50%, the operation management class is 70%, and the localization rate is even lower in the high-end industrial market. A large number of industrial enterprises use overseas industrial software products, if there is a security problem, it will cause huge losses to the national economy and people's livelihood.

With the acceleration of the pace of manufacturing transformation, the importance of industrial software is also increasing. Different from the business model of some industries that can run the land by throwing money at them, the industrial system has a huge and complex supply chain, and the industrial software needs to package the Know-How and industrial mechanism of the industrial segments into the software in an orderly manner, and the Know-How of different segments is completely different. Therefore, pure funds can not hit industrial software, and this industry needs a long time to precipitate and accumulate.

There is still a lack of integration and innovation in the technical architecture of industrial software in China. Most of the product development mode of enterprises is to imitate foreign software architecture and functions, and the concept and technology are in the following state, lacking the active research and application innovation of new technologies and new architectures, and have not yet stepped out of an industrial software technology route with Chinese characteristics.

At the level of standard system construction, the system layout of domestic industrial software research and development also needs to be improved. The research and development of industrial software in various industries and fields lacks a unified industry specification and standard system, which leads to the problems of weak applicability, low integration, poor performance, slow iteration and so on. In terms of investment mechanisms, the participation of capital is not enough.

During the "13th Five-Year Plan" period, China has intensively launched policies to promote the development of industrial software, which has greatly promoted the development of China's industrial software industry. Entering the "14th Five-Year Plan", in line with new development strategies such as intelligent manufacturing, the chip industry, and accelerating internal circulation, policies and guidelines to promote the development of the industrial software industry continue to be introduced. In March 2021, the National Development and Reform Commission proposed in the "14th Five-Year Plan" the implementation of industrial base reconstruction projects to speed up the completion of bottlenecks such as basic software. In November 2021, the Ministry of Industry and Information Technology issued the "14th Five-Year Plan for Industrial Green Development", proposing to create a digital twin system for the full life cycle of industrial production and promote the software-based packaging of green technology. Industrial policies such as the Action Plan for Industrial Internet Innovation and Development (2021-2023) and the Guiding Opinions on Strengthening Industrial Internet Security provide a clear and broad market prospect for the development of the industrial software industry. In addition, local governments have also introduced relevant policies to promote the high-quality development of the software industry.

The lessons of history warn us that only when core technologies are in our own hands can we avoid foreign blockades against China and ensure our industrial security and national security. "Success does not have to be in me, success must have me", I believe that with the joint efforts of the government, research institutions, markets, software companies and industrial enterprises, domestic industrial software will surely rise to the difficulties, continue to catch up, and promote the transformation of China to an industrial software power.
